Le vent de la démocratie qui a soufflé en direction de l’Afrique au début des années 90, n’a guère laissé indifférentes les organisations internationales et régionales. À l’instar des grandes puissances telles que la France, le Royaume-Uni et les Etats-Unis, elles vont s’inviter dans le débat démocratique africain, à travers des initiatives normatives, prétoriennes et opérationnelles prégnantes. Concrètement, ces Organisations vont promouvoir le principe de la «  légitimité démocratique  » en Afrique, en préconisant l’organisation des élections périodiques et honnêtes, contribuant ainsi à la consécration d’un «  droit fondamental à la démocratie  » en droit régional africain. Cependant, nonobstant ces efforts conjugués, la démocratie peine à s’enraciner dans les sociétés africaines. Il va sans dire que les coups d’Etat, les conflits armés et des crises électorales entravent sérieusement l’évolution du processus démocratique.Dans ce contexte énigmatique, il est nécessaire de réviser la vision de la démocratie promue en Afrique. En d’autres termes, l’exigence démocratique doit être adaptée aux atteintes réelles des peuples africains, en prônant au-delà des élections, les droits et libertés, y compris le droit au développement du peuple souverain, qui est le socle granitique de la légitimité des pouvoirs politiques en Afrique.
